Concrete results the project plans to achieve:
Data capture, resource mapping for Assam RVEP surveys and DPR preparation (use of ICTs in the way envisaged under this proposal is not a part of the ToR of the Assam RVEP although the MNES circular to the states makes a mention regarding GIS mapping).
Web based content and knowledge management portal (open content, create common database, login password protection and security levels)
Development of a data model for resource mapping and exchange
Spatial bookmarking GIS tools (using open source technologies) used by other similar projects and organizations
Documentation of best practices, experience sharing and knowledge management by the GVEP partners in India and globally
ICT based software and tools for increased inter-ministerial coordination and for optimization of the resources and efforts of various implementation agencies.
Facilitate decentralization of planning for remote village electrification projects and involvement of local communities in the design and implementation of RVEP.
Linking energy planning and provision of access to modern fuels to priorities and goals in other sectors such as poverty reduction, education, health, gender equality, rural infrastructure and socio economic development.
GVEP Theme:
1. Support Services at National Level for Capacity Development, Knowledge Management, MIS and Monitoring & Evaluation for remote village electrification in India (GVEP Track 2 activity) and also for the GVEP Partners under the focus states strategy (GVEP Track 1 activities). The project will also facilitate GVEP Partners, through capacity development and Knowledge Management, to significantly scale up their activities by replicating the success of existing pilot projects.
2. Country Actions in India The project will support the GVEP action plan of supporting country actions (through interaction and convergence with Government programs & priorities). Project will support Ministry of Non Conventional Energy Sources' mandate to achieve electrification of remote village during the period 2007-12. It will also support GVEP's mandate to help the national government and GVEP partners achieve significant scale up of their pilot projects with GVEP's support services
The project will provide the ICT tools to support country actions for providing access to energy services to the underserved and unserved. The project will facilitate linking of actions to provide access to energy services to programs and priorities in other sectors such as education, health, socio-economic development.
1. Create a Showcased Demonstration Project for the RVEP field surveys in Assamlopmental goals and MDGs.
2. Develop and provide support services for Capacity Development of government, implementation agencies and other stakeholders; Content and Knowledge Management tools, MIS and Monitoring & Evaluation tools for the Remote Village Electrification Program of MNES, Govt of India.
3. Provide the same support services (as above) for the GVEP Partners in the Track 1 Activities in focus states to assist the partners in achieving the scale up of their activities.
4. Facilitate and support public efforts for improved access of energy services to catalyze other developmental activities such as education, health and income generating activities.
5. Provide the ICT tools for coordination of the planning, optimization of the public resources and the efforts of different governmental agencies, NGOs, private sector and local communities with the aim to achieve the national developmental goals and MDGs.
The activities envisaged under the Remote Village Electrification Programme (RVEP) in India, by Ministry of Non Conventional Energy Sources (MNES), include survey of the villages, identification of the appropriate Renewable Energy Technologies (RETs) for village electrification, preparation of statewide master plans using techniques such as GIS mapping. This will be a massive exercise that would eventually cover more than 30,000 villages all over India during 2007-12.
Assam Energy Development Agency (AEDA) has issued a tender to survey of 416 nos of remote villages and for preparation of DPR for village electrification using RETs. Shri Shakti Alternative Energy Ltd (SSAEL) has been declared as the lowest bidder for providing consultancy services as per AEDA's tender and it is expected that the work would be awarded soon. SSAEL has proposed, to AEDA, an additional GIS and Knowledge Management module for the RVEP work in Assam as the same is a desirable addition to the ToR of the project. SSAEL's optional proposal does not include components for training and capacity development of various stakeholders, larger scale replicability etc keeping in mind the resource constraints of AEDA. SSAEL and its partner JANASTU, with the help of GVEP's GAPfund, plan to develop the GIS and Knowledge Management tools along with training and capacity development components for implementation of the RVEP in Assam. The Assam RVEP pilot will be a "Showcased Demonstration Project" and can be extended to provide the support services at national level for MNES, other implementing agencies and GVEP partners.
GVEP draft strategy for India has very correctly identified the need for the Track 2 Activities which can be carefully planned and executed to catalyze India's Remote Village Electrification Programme (RVEP).
