ENGAGING THE COMMUNITY

 

 
 
            Engaging the community of stakeholders will be done in two stages as follows

                              >    Technical Architecture

                              >    To support the community

                              >    Social Architecture

                              >    To enliven the community

            The technical architecture is the software tools for data capture, database management and knowledge management tools to support the requirements of the community. The technical architecture results in persistent web presence that is dynamic and upto date in content with email groups, discussion forums and online events. To engage and build the online community of stakeholders it is also essential to create the social architecture to enliven the community which will be done through professional networking and face-to-face meetings through training sessions / workshops / conferences etc to compliment

Expected capacity building results and tools

 

Training and capacity development through 14 workshops for 360 people (stakeholders) at various levels in government / developmental agencies, NGOs, GVEP Partners in India. The capacity development would result in appreciation of and usage of web enabled GIS and KM tools for remote village electrification programs or other projects to provide energy services in villages.

Handbook / CD for government officers and other development agencies on usage of web enabled GIS and KM tools for monitoring and evaluation of RVEPs and other development indicators after providing improved access to energy services.

Facilitate multisectoral coordination and interaction for linking remote village electrification programs to priorities and programs in other sectors such as education, health, water, sanitation, socio economic development etc.

ICT tools to support decentralization of decision making and program implementation.

ICT tools to enable participation of communities in design and implementation of RVEPs to make the projects more people centric and let communities have a say in how their energy needs would be met.

The capacity building activity is envisaged at three levels : one for the officials who are handling GIS data to convert it into information , information to content management , content to Knowledge and knowledge to action. Second level would be the data collectors / surveyors who need to understand what data needs to be collected and how. Third level would be local community that would make their active participation possible in how their energy needs are met.

Tools for all three sets of people would be different : Classroom training workshops for officials; Field training / hands on for data collectors/ surveyors; Awareness through Panchayat / schools for the local community.





 

 
Knowledge dissemination plan and tools

Knowledge dissemination plan/tools (provide specific names or illustrative examples of individuals and institutions to be targeted by the project’s outreach/dissemination efforts) 

Knowledge dissemination is an integral part of the project as the project is all about support services for capacity development and knowledge management tools for the community of stakeholders involved in remote village electrification projects. As stated earlier, knowledge dissemination would take place through the web portal through persistent web presence and content updation by the community of stakeholders in a participatory manner through secured login and authority levels for content additions and editing.

The knowledge would be disseminated through hands-on field trainings on GIS, data capture and analysis. Dissemination to AEDA / MNES officials on effective utilization of GIS in future for replication in RVEPs in other states.

The list of institutions / agencies / individuals who will be targeted by the outreach and dissemination efforts of the project during the pilot demonstration phase (for Assam RVEP) and thereafter for extending the support services at national level for RVEPs of other states and the scale up projects of GVEP partners) are given below.
